Mary Kopczynski Winkler is a senior research associate with the Center on Nonprofits and Philanthropy at the Urban Institute. Since coming to Urban in 1995, she has been actively involved in various projects focused on strategic planning and assistance in the development of performance measurement systems for government agencies and nonprofit programs. Kopczynski Winkler has nearly 20 years of research and management experience on projects for federal, state, and local government, as well as the nonprofit sector, in a broad range of policy areas, including public management, performance measurement, education reform and federal policy, adolescents, and at-risk youth. Kopczynsk Winkler is currently working on a number of capacity building projects to aid the nonprofit sector in performance management implementation, including PerformWell. She has worked on numerous evaluations and congressionally mandated studies to assess public and nonprofit sector accountability and performance, and is currently working with the US Department of Education on the Promise Neighborhood Initiative on efforts to help grantees better track and make use of performance data. Prior to joining the Urban Institute, Kopczynsk Winkler was a senior legislative analyst for the New York City Office of Management and Budget. She received her BA from Bryn Mawr College and her MPA from American University.
